x10hosting.com probably offers the best free hosting you can get, but you still have to buy a domain for your website (usually costs around $10). If your willing to pay, bluehost.com has excellent and cheap hosting, and they will set you up with a "free" domain for about $5 per month.

Some of the complaints may relate to certain groups of users only such as VPS, dedicated server users or resellers. So you may not be affected if you are not from these categories.

Like Matt R said, I would go with powweb. I have used them before and their platform and reliability is great.
Powweb offers pay by the month hosting, however I would suggest paying for a full year. Why? They have a holiday special on.. for $3.88 per month which is $46 per year. Awesome for the student budget; I’m one myself 🙂
