Do you want a hosted server (you rent space on someone else’s rack)? or do you want to buy the whole box yourself?
Does it have to be new or can used be an option?
Are you supplying your own software (operating system and virutalization environment), or do you want that as a package with the server.
** Red Hat , SuSe(Novell), and many other Linux flavors offer some VM support, Windows offers VM support, .. but each has limitations on hardware emulation or direct hardware control. Even VMWare, which you need to buy separately has some limits.
How many VMs do you need to support > many software licenses are based on some combination of ::: # of chips, # of cores, total memory available, total storage available, # of VMs available, # of VMs running concurrently.
… that can affect the software prices (and support) a lot.
What are your other specs?
.. do you care Intel/AMD/Sun ?
… how much RAM, how much storage,
… hot swap or external storage.. and how fast, how reliable?
.. how many ports? Ethernet , internal bridge, KVM, remote management?

Heck, a mid-range desktop running Win7 on an i5 can "support virtualization".
If all you want is a Minecraft server.. then maybe that is enough. If you plan on hosting a big Minecraft community, or web host, email, anything else.. then you need to look bigger.
Anyone can sell you a "cheap server". The question is can you get a cheap server that will actually work the way you need it to?

You need at minimum a dual core machine if you want one virtualized system to run another OS under Windows. But you could use two of the HP listed below for under $1250.
A quad core is recommended if you are offering virtual Linux slices through a 4-port ethernet card i.e. Windows ethernet port for broadband connexion. The other three ports provide the slices to the Internet.
Check out Gustavo’s $900 quadcore server. That’s cheaper than the 2 dualcores.
Or you could pick up a quadcore server from Dell for $195 before taxes. You’ll have fun installing the OS.
I recommend a Linux server OS by Redhat or better yet, the more secure NETBSD if you are willing to hire a 16-yr old kid and pay him mininum wage to get it running.
