CloudBeast.net offers an easy drag and drop website builder with various termplates that you can use, might be something to checkout, there is a free plan that you can use to test with at first then you could jsut ask the admin to pump you up to a paid plan if you need it in the future.

You do need web hosting, but almost any hosting company will work fine. What you are looking for is a CMS (software for building a website) that has easy to install themes. The big CMS’s are WordPress and Joomla, I would recommend using wordpress.
