http://www.myspace.com/ is very popular for setting up your own web page for free. http://www.geocities.com/ is a big one as well.
If you want a "real" website (like a yourname.com), you will have to spend some money. Not alot, but some. And if you want it to be anything better than terrible, it will be a "hassle". Sorry to disappoint, but making websites is not like learning to finger paint. It’s a highly complex technical and creative skillset. It takes time and patience and work to learn how to do it.
You’ll need to purchase the domain name from a registrar (I prefer Network Solutions – http://www.nsi.com/ ). From them it will run about $35 per year. That’s a little more expensive than some other places, but Network Solutions has extremely good customer service and very good domain management tools on their website.
Then you’ll need to get hosting. There’s a few places you can get this for free, but generally you get what you pay for (or don’t pay for). If you require that your site is reliable (i.e., it’s never down) and backed with good customer service for an affordable price, I recommend checking out http://www.dreamhost.com/
