Firstly I’d say you should be looking at shared Unix hosting. This should support all of your technical requirements.

I using yahoo webhosting, its been good for me so far. For $11.99 they have unlimited bandwidth and server space. Free domain and waived setup fee. Does not allow asp code at them moment, but php and perl should be fine
