I would recommend using SAM Broadcaster as your encoding software (it is basically a digital studio), and http://www.netromedia.com as your streaming provider (both live and on-demand).
In terms of equipment – condenser microphones are perfect for radio, yet a bit expensive, plus – you will need a preamplifier to connect the microphone to your computer. You can also go with a cheaper USB microphone, but that depends on your budget.
