It sounds like you are just starting out so here goes.
First you have a choice of a free site, or a hosted website. I suggest you get the hosted website, as it will get much more traffic and respect. It will cost about $40 for a year for everything.
To make the site, I suggest WordPress. Its very easy to use and produces very professional websites. They are automatically optimized and pinged to make them search engine friendly.
The host provides WordPress with your plan.

And speaking of search engines. Google Googles Local business. Believe it or not, you can get a free local listing on the front page of Google in a map result. If someone in your area searches for dog grooming, a map will pop up with your information.

You don’t need to learn web design, or figure out how to build a effective customer driven website. Leave it to the pro’s. You do dog grooming and you do it well, thank goodness there are dog groomers! Cutting dog hair is a skill! Just like building a website, and there are several web designers and website building companies out there that are very affordable.
