Um – I don;t think you will find a web hoster that gives you root access and unlimited reboots – that would screw up the rest of their customers. Unless you find an ISP that runs some form of VMware server, no one will let you reboot a web server. If you do find a Virtual machine server host, it will probably be expensive… That’s the only way you could have control – that of an entire virtual machine only.
The other option is to build your own, at home, and configure it as best you can via your own internet connection. Yes, there are issues with upload speeds, blocked ports, etc., but that is a sure way of having root access and all the reboots you want.
