well there are lots of things that is required like getting a static internet cxn, using a server (along with backups) and hosting your games on the site you build (which is the programing part)
of course it doesnt include billing yet.
to start with first develop the games (better all on the same platform, java is recomended as it will be a universal app)
then try it on local server (w/o the internet)
now build (be careful while designing) the website and you are ready to go
