If you want all this done you will probably need to hire a web programmer, which, by the looks of it, could cost a few hundred dollars.
From what i can see, you have sorting items, you would be using a database.
look into databases with MySQL and also look into PHP

There are many solutions.
Whith that list, the things that are in your budget are probably commission-based sites like Etsy and ebay’s stores. In these, you can concentrate on look and feel and know that the security, payment, admin and other stuff is handled.
Many folks sell from blogs, blogspot and WordPress especially. Certainly the look and feel is changeable there.

You don’t need Dreamweaver to upload files. Your hosting company will have a control panel that does the file handling (uploading, updating and backup, etc.). I have been using Webhostingpad and they do a terrific job.
A domain costs around 10 bucks.
Hosting costs about 50 dollars per year.
If you’re a e-reseller, the parent company will be glad to help you with setting up your website, probably for free.
Paypal will assist you with integrating their system into your page.
