@Brandon: 110mb.com suits my needs entirely aside from the MySQL problem. Why would I pay monthly fees for something I don’t need to? Free services can be just as reliable/unreliable as paid ones (db4free.net vs. paid 110mb.com MySQL is a prime example).

I use free http://www.000webhost.com/ , it has two free mysql databases and it supports .htacces and php.
Why not get a reliable host that offers all the tech features you need?
You do not want internet traffic between your php code and your database. Keep it all at least in one data centre.
