Yes, but you’ll need a basic knowledge of HTML or some other web coding to create one. Draac.com or lissaexplains.com teaches things like this for beginners in web coding.
Or, you can go to a site like freewebs.com, which provides templates to choose from, and you can work off of those.

Absolutely. You can either get domain hosting or host it yourself on your own server or PC. It’s better to rely on a hosting site if you expect a lot of traffic. You can upload your HTML into the hosting sites directories and serve your own pages.
Go to Google and type in "Web hosting sites". You’ll find a ton out there.

Most web host packages come with some form of site builder or templates. Keep in mind that a domain name and web hosting are not the same thing. You need both to get a website up and running. Alternatively, you can use software such as Dreamweaver to design you site. There are also places online that sell pre-made templates for cheap.

I would suggest this:
1. Buy yourself a domain name from http://www.top5hosting.com. You get 1000Mb hosting space included with the name. Don’t let anyone fool you: this is enough to build a massive website.
2. Download the free WYSIWIG (what you see is what you get) website editor Kompozer from http://kompozer.net/download.php. Play around with it. Build a simple page. You can preview what it will look like right inside the program.
3. Download a free FTP program used to upload website pages from http://www.coreftp.com
4. Upload your files to your web host. CoreFTP is very simple to use. Remember to call your home page index.html.
There’s a lot to learn. But that will put you on the road to being your own webmaster.
