You can also rent space on a web-hosting site. Actually you could set up a simple website which could allow upload and download of files.

Set up a FTP server, and put the files on that machine. Make sure you have user ids and passwords. Do not allow anonymous access. Then, people from the outside can transfer files, and people internal can also access those files, possibly by Windows file shares…

Google Apps for small business has Docs sharing as one of the features. It puts everything online and is accessible to everyone you create a profile for. It includes email and everything else you need. and the best thing on the email is, it works with your domain so that email still has yourname@yourdomain.com instead of gmail.com etc.
But there are others out there now offering simple CLOUD services. But that is not the true definition of cloud services so dont bother trying to figure that one out. Check out the Microsoft skydrive too.

Try Windows Sharepoint Services ( WSS ) its a free download for Windows Server. It creates a web site where people can upload/download files in what it calls libraries. Very easy to use. There are other features as well, which you could explore at your leisure.

You should look at Egnyte. Egnyte allows you to set permissions to folders and share and collaborate easily on files. In your use case, you would set up each of your freelancers as a user with their own login and password. In order to edit and upload documents, they would simply go to your custom Egnyte domain (ex. https://mycompany.egnyte.com), login, and be able to view all of the files they have been given access to.
